The draft law "On Higher Education and Science" will be submitted for public discussion. The main provisions of the new draft law were discussed at a meeting chaired by RA Prime Minister Nikol Pashinyan.
As reported by the press service of the RA government, during the meeting, Chairman of the Higher Education and Science Committee Sargis Hayotsyan presented the main provisions of the document. In particular, he noted that according to the presented draft law, it is planned to establish new standards for quality control of education, introduce a new model of licensing and accreditation of higher education institutions, and replace the vertical model of university management with a horizontal one. It is envisaged that in practice, several links in the management and regulation of the activities of universities will become independent. The draft law defines the scope of regulation related to the activities of Akademgorodok in a separate article.
Touching upon scientific organizations and the National Academy of Sciences, it was noted that according to the proposed innovation, the NAS will become a fund managed on the principle of autonomy.
During the meeting, a new procedure for licensing and accreditation of educational programs of universities, and mechanisms for financing universities were discussed.
Regarding the issue of financing state universities within the framework of the state program for the development of education, the Prime Minister of the Republic of Armenia noted that one of the most important principles is that students with a certain academic performance should not be expelled from the university due to financial problems. "Our political principle is that social discrimination should be excluded in the field of education," Nikol Pashinyan added.
The Prime Minister thanked for the effective discussion and instructed to include the presented recommendations in the draft law, after which it will be submitted for public discussion.
