An Environmental Patrol Service is being created in Armenia. At a meeting on July 4, the RA Government established the procedure for holding a tender for filling official positions in the Service, as well as the procedure, conditions and rules for patrols to undergo training.
As noted in the justification for the project, with the adoption of the document, the procedure for holding a tender for filling official positions in the eco-patrol service, its features, terms and other conditions will be determined, which will ensure the selection of citizens in accordance with their professional knowledge and skills. The project proposes to establish the procedure, conditions and rules for completing a training course for employees of the eco-patrol service, as well as the procedure for appointment to positions after completing the course. Its implementation will require 750 thousand drams, which will be allocated either from the state budget or within the framework of donor support. It is planned that the document will come into force on the next day after the official publication.
Let us recall that at the end of November last year, the National Assembly of the Republic of Armenia adopted the draft law "On Environmental Service". As the Minister of Environment of the Republic of Armenia Hakob Simidyan noted at the time, the employees of the new service
will be engaged in monitoring and protecting natural resources. One of the key aspects of the proposed changes is to ensure round-the-clock protection of forests and national parks. There is an urgent need to strengthen control and monitoring of the country's ecosystems. It is proposed to replace the Forestry Committee with the Environmental Protection Service, and to divide the functions of protecting national parks, separating them from the Hay Antar State Non-Profit Organization. Employees of the new service will be given the right to register offenses, initiate criminal cases, assess environmental damage and impose fines in case of violation of environmental standards. In critical situations, employees of the Service will be able to use physical force and weapons. The Government of the Republic of Armenia will determine the sources of funding for this service and its equipment by its decision. According to the proposal, the new service will have 1,176 employees and will be equipped with modern technological means for effective control and supervision of the state of the environment. It is expected that the creation of this Service will be completed by the end of 2024.
